This black and white silent film was shot by itinerant filmmaker H. Lee Waters during the winter of 1940 as part of his Movies of Local People series. It showcases the people, merchants, and schools of Mountain City, Tennessee and includes footage of the community of Shouns, Tennessee. The footage includes depictions of schoolchildren and the African American community.

According to a log book held by Duke University, Waters showed
a film at the Strand Theater in Mountain City on December 3 and 4, 1940.
